1.1 DEFINITION OF SKIRMISH
The target competition sponsored and conducted by the

Regional Skirmishes shall be sponsored by member organizations of the

REQUEST TO HOST REGIONAL SKIRMISH
Requests for Regional Skirmishes must be forwarded to the Regional Commander on
the proper application form (see attached sample) for approval.
1.2.2 SKIRMISH DIRECTOR
The Host organizations shall select a Skirmish Director from its members. The
Skirmish Director will organize and conduct the skirmish, appointing such
individuals from the Host organizations to the staff as deemed necessary and
appropriate.
1.2.3
LATE FEE
At the Skirmish Director's option, a special handling charge of $10.00 per team
may be charged to teams registering after the application due date, providing the
application is mailed six (6) weeks in advance of the Skirmish date.
1.2.4
MEMBERS ONLY NOTICE
At all Regional Skirmishes a notice is to be posted at the entrance to the
firing line and the place of registration for individuals "N-SSA Members
Only". N-SSA membership is to be checked. New members are to present
vouchers issued by their Unit Commander until their official N-SSA membership
cards are issued.
1.3 VOTES PERTAINING TO SKIRMISHES
Each official and registered eight-man Company shall have one (1) vote in
matters pertinent at Regional Skirmishes. (Reference:
1.4 OBLIGATORY REGIONAL SKIRMISHES
It shall be the obligation of each NWT Team to host a Regional Skirmish on a
rotational basis. These Obligatory Skirmishes shall be held the first week-end
or partial week-end in June and the last week-end or partial week-end in July.
The Region will finance Skirmish costs and proceeds will be returned to the
Regional Treasury. It shall be the Regional Commander's responsibility to
assign units on a seniority basis to host or co-host these Skirmishes.
1.4.1
EXEMPT YEAR
Any organization hosting a Regional Skirmish shall be exempt from hosting an
Obligatory Skirmish in the same year.
1.4.2 BYE YEAR
Any organization hosting a Regional Skirmish at a range other than Heritage for
5 consecutive years may take a year off and be exempt from the rotation of
Obligatory Host for that same year.
1.5 UNIFORMS
All participants in opening and closing ceremonies, individual matches and all
team matches will be required to wear N-SSA approved uniforms. Skirmish Staff
should wear a uniform at all times on the firing line.
1.6 PROGRAM CHAIRMAN
The Regional Deputy Commander shall act as Program Chairman to facilitate the
Obligatory Skirmishes and will for those Skirmishes:
A. Order medals.
B. Work with the Skirmish Director and Skirmish Staff to organize the
Skirmish.
C. Inform the Skirmish Staff of regional materials available and sources
for materials.
D. Obtain insurance for the Skirmishes through the Regional Commander.
E. Review the income and
expenses from the Skirmishes and adjust the program if necessary, or provide
recommendations to the Region at the Fall Regional meeting.
1.7 EVENTS
Events for Regional Skirmishes must conform to the North-South Skirmish Rules.
The required number of "Official" events must be adhered to. In
addition the following sizes for target face areas must be followed.
1.7.1 100 YARD TARGETS
All targets utilized for 100 yd competition must present a minimum of 27 square
inches of frontal area to the shooter.
1.7.2
50 YARD TARGETS
All targets utilized for 50 yard events must present a minimum of 5 square
inches of frontal area to the shooter. The carbine stake width will be a max.
of 4 inches.
1.7.3 BREAK PERIODS
A 20 min. break is required after event 3 or 4 during musket team competition
if there is a total of 6 or more events, and less than 3 relays. It will be
left to the discretion of the Skirmish Director to determine when the break
will be taken.
1.7.4 CARBINE TEAM MATCHES
Carbine Team Matches at NWT Skirmishes shall be scheduled to start no
later than
1.8 AWARDS
All medals to have, engraving, or die stamp denoting the year, award, and
placing. Awards other than medals may be awarded if prior approval is obtained
from the Regional Board. The application must state clearly for each event what
the award is to be.
1.8.1 MUSKET TEAM AWARDS
Musket team awards shall be given out per the Classification system detailed in
Section II. The number of awards shall be as follows:

Carbine team awards shall be given out per the Classification system detailed

1.8.3
REVOLVER TEAM AWARDS (optional)
To be established by the Host Team.
1.8.4.1 Obligatory Regional Skirmish
Awards for the Musket and Carbine matches (50 yard, 100 yard & Aggregate)
shall be given for the top three places in each of the four National
classifications. Three places shall be given for the Revolver match(s),
Musket-Carbine Aggregate, and Grand Aggregate.
1.8.4.2 Non-obligatory Regional
Skirmish
Awards at non-obligatory Regional Skirmishes shall have at a minimum 6 places
for the 50 and 100 yard Musket matches and 5 places for the 50 and 100 yard
Carbine matches. All other regular matches should have a minimum of three
awards.
1.9.1
MUSKET
The top five (5) "Class AAA" Companies in NWT Regional standings will
be squadded adjacent to each other as close to the center of the firing
line as possible and in the first relay of all Regional Skirmishes. For the
first Skirmish of the year, the final standings from the previous year will be
used.
1.9.2 CARBINE
The top five (5) "Class AAA" Companies in NWT Regional standings will
be squadded adjacent to each other as close to the center of the firing line as
possible and in the first relay of all Regional Skirmishes. For the first
Skirmish of the year, the final standings from the previous year will be
used.
2.0 TEAM
CLASSIFICATION
2.1 MUSKET TEAMS
2.1.1 All
Musket Companies will be classified; Class AAA, Class AA, Class A or Class B. Class AAA
will be the highest classification.
2.1.2 All Companies (AAA, AA, & A) are
classified by their previous years shooting ability. Their ability is
determined by averaging the previous years shooting times. Host team times and
penalties for not showing are not to be considered.
2.1.3
All B Companies & subsequent Companies will be placed in Class B.
2.1.2. Class AA Companies will be composed of the next
33%. The remainder of the Companies will be classified as Class
A.
2.1.4.1 Teams will be
notified of their classification by or at the Spring Regional Meeting. The teams will remain in
the same classification for the entire skirmish year and are not eligible to
earn medals in a higher classification.
2.1.4.2 A Team can request that it be
placed in a higher class before the first Regional.
2.1.4.3 Organizations
from outside of the Region will be classified by their National classification. Unclassified and
Probationary Units will be placed in Class AAA.
2.2.1 All Carbine Companies will be classified; Class AAA, Class AA, or
Class B. Class AAA will be the highest classification.
2.2.2. All Companies (AAA & AA) are classified by their
previous years shooting ability. Their ability is determined by averaging the
previous years shooting times. Host team times and penalties for not showing are
not to be considered
2.2.3
All B Companies & subsequent Companies will be placed in Class B.
2.2.4 The Class AAA Companies will be composed
of the top 50% of the Companies as classified by paragraph 2.2.2. The
remainder of the Companies will be classified as Class AA.
2.2.4.1 Teams will be notified of their
classification by or at the Spring Regional Meeting. The teams will remain
in the same classification for the entire skirmish year and are not eligible to
earn medals in a higher classification.
2.2.4.2 A Team can request that it be
placed in a higher class before the first Regional.
2.2.4.3 Organizations
from outside of the Region will be classified by their National classification.
Unclassified
and Probationary Units will be placed in Class AAA.
2.3 REVOLVER TEAMS
There are at this time no classifications for Revolver teams.
2.4 INDIVIDUAL CLASSIFICATIONS
The N-SSA National Classifications will be utilized for Individuals. No
Regional only classifications will be utilized.
3.0 ELIGIBILITY
Only members of good standing in the Northwest Territory Region of the
North-South Skirmish Association, Inc. are eligible to compete for Regional
Championships.
3.1 QUALIFYING SKIRMISHES
All NWT Regional Skirmishes for the year will be qualifying skirmishes. These
will be announced by the end of the Spring Regional Meeting. Any additions
after that time will require an approval vote of the competing teams.
3.1.1
MUSKET TEAM
The Championship will be determined each season on the basis of results from at
least two (2) NWT Regional Skirmishes. All teams will be in classifications as
defined in SECTION II.
3.1.2
SCORING
Scoring will be based upon the total elapsed time of each qualifying
organization for the year's Regional Skirmishes.
3.1.3
HOST TEAMS
Host teams will be given the same time as that of the highest finishing NWT
team in their class.
3.1.4
TEAM ABSENCE
An Organization not competing at a Regional Skirmish shall be awarded the total
elapsed time of the lowest finishing NWT Company, in its class, at that
skirmish plus a penalty of 1000 sec.
3.1.5.1 TROPHIES
Revolving trophies will be awarded to the three highest placing teams in each
of the following classifications: Class AAA, Class AA, Class A, & Class B.
3.1.5.2 JOHN GIBBON TROPHY
The top Class AAA Musket Team will be awarded this
trophy.
3.2.1 CHAMPIONSHIP
The Championship will be determined each season on the basis of results from at
least two (2) Regional Skirmishes. All teams will be in classifications as
defined in SECTION II.
3.2.2 SCORING
Scoring will be based upon the total elapsed time of each qualifying
organization for the years Regional Skirmishes.
3.2.3
HOST TEAMS
Host teams will be given the same time as that of the highest finishing NWT
team in their class.
3.2.4 TEAM ABSENCE
An Organization not competing at a Regional Skirmish shall be awarded the total
elapsed time of the lowest finishing NWT Company, in its class, at that
Skirmish plus a penalty of 500 seconds.
3.2.5.1 MEDALS
Medals will be awarded to the top three (3) placing teams in Class AAA & AA
and the top two (2) teams in Class B.
3.2.5.2 THOMAS BOERBOOM MEMORIAL
TROPHY
The top Class AAA Carbine Team will be awarded this trophy.
3.3 STATISTICAL OFFICER
A Statistical Officer will be appointed by the Regional Commander for the
purpose of compiling official scores for the Regional Skirmishes. The
Statistical Officer will publish the official times and standings after each
Regional Skirmish. The Statistical Officer will determine the final standings
for the Musket and Carbine Championship at the end of the last Regional
Skirmish for that year.
The Regional Commander shall appoint an Individual Championship Officer to:
A. Distribute targets for the Individual Championship.
B. Maintain and publish records of standings of the Championships.
C. Review the program and make recommendations to the membership on
content, awards, and entry fees.
3.4.2
CLASSIFICATIONS
The N-SSA National classifications shall be used for the Individual
Championship.
3.4.3 FEES
The individual competitor shall pay an entrance fee equal to $1.00 for each
qualifying Regional for that skirmish season for the Musket Championship (four
Regionals = $4.00) and shall pay an entrance fee equal to $1.00 for each
qualifying Regional for the Carbine Championship. The fees must be paid to the
Regional Paymaster by June 1 of each year.
3.4.4 TIME OF MATCH
The match may be fired any time during the time allotted for individual
matches at each skirmish.
3.4.5 SCORING
All scoring will be done by the Individual Championship Officer and his
assistants. Scoring to be done in accordance with N-SSA rules.
3.4.5.1 HOST TEAMS
Competitors who are members of the Host Team for that Skirmish shall receive
their average score for the other Skirmishes.
3.4.5.2 INDIVIDUAL
COMPETITOR ABSENCE
A competitor who is absent shall receive his average score minus 5 points for
that Skirmish. Failure to compete at more than one Skirmish will disqualify the
competitor (unless member of Host Team - see 3.4.5.1).
3.4.5.3 NUMBER OF
SHOTS - DISTANCE
Each competitor shall fire 5 shots at each Regional Skirmish at one bull on an
official N-SSA 50 yard target. Firing is to be at 50 yards.
3.4.6 AWARDS
The awards shall be medals and shall be given for the three placing competitors
in each of the following N-SSA classifications for both musket and carbine. 1.
Expert 2. Sharpshooter 3. Marksman 4. Striker In addition, the competitor who
has the highest total score for musket shall receive an appropriate trophy as
defined in Section IV - trophies.
3.4.7 DISPUTES
The Regional Commander shall decide any disputes arising during the
Championship season.
SECTION IV -
TROPHIES
4.0 GENERAL
This section is to define the rotating trophies that have been given to the NWT
and to recognize the donors of those trophies.
4.1 ELIGIBILITY

4.3 ENGRAVING
Engraving is the responsibility of the Team or Individual winning. The
engraving must be done in an professional manner and is to be compatible with
the other engraving on the Trophy. If an additional plate must be added, it is
also the responsible of the winning Team or Individual. The plate must conform
in size and type to the existing ones.
4.4 CARE
The winning team or individual is responsible for keeping the trophy in good
condition and for transporting it to the Skirmish Staff when it is time for
presentation to a new winner.
4.5 RETIREMENT OF TROPHIES
If a Trophy is no longer used, or has no room to list additional winners, the
Trophy will be returned to the donating team (if the team is still active). It
is hoped that the donating unit will place retired trophies in the
5.0 DEFINITION
The Northwest Territory Region shall provide for recognition of individuals who
have made significant contribution to the Region. This recognition may be given
in three categories as follows:
5.0.1 CERTIFICATE OF APPRECIATION
This is given for significant contribution, beneficial to the region over
a short period of time.
5.0.2 THE DISTINGUISHED SERVICE AWARD
This is given for significant contribution over an extended period of
time.
5.0.3 THE
AWARD OF MERIT
This is given for outstanding service to the Region. This is the Region's
highest honor and high standards are used in selecting the recipients. The
following factors are considered in addition to service.
Sportsmanship.
Moral character.
Leadership.
Offices held.
5.1 NOMINATION FOR AWARDS
The nominations for the awards can be made by any member organization. The
Awards Committee will then review the nomination and make a recommendation to
the Regional Commander. The Regional Officers will approve or disapprove the
awards as provided for in the rules.
5.2 AWARDS COMMITTEE
The Awards Committee shall consist of a minimum of three and a maximum of five
members of the
5.3 DESIGN OF AWARD
The design of awards will be determined by the Regional Officers.
5.4 NOMINATION CONTENT
Nominations made to the Awards Committee should include the nominees name,
unit, qualifications, award nominated for, and the sponsoring unit's name.
